Outcomes use mature cohorts

Registration and abandonment rates and time-to-registration use filing cohorts old enough to have largely settled (2016–2021). Recent cohorts are excluded because most of their applications are still pending.

Associations, not causation

Where two figures are compared (for example, represented vs self-filed), the difference is an observed association and does not by itself establish cause.
